Plamondon has designed the financial reporting and budgeting systems for some of Canada's leading private and public institutions.

He has led transformative change to the financial management practices for the City of Ottawa, helping to make this $2.5 billion organization a national leader in accountability and transparency. Projects for Ottawa include:

  • New budget document

  • Interim financial reporting

  • Budget-challenge process involving Councillors and senior staff

  • Performance measurement framework

  • Annual report

In 2009 Bob served as a member and lead consultant to the Steering Committee on Resource Optimization for the University of Ottawa. This project involved finding base budget savings in excess of $25 million while enriching the student experience.

Plamondon & Associates Inc. have been leaders in undertaking operational reviews and in the design of indicator-based performance measurement systems. Selected projects include:

  • Management and operation review for Physical Resources at the University of Ottawa

  • Operational review of the Animal Care and Veterinary Service - University of Ottawa

  • Operational review of the Academic Secretariat for the Faculty of Health Science - University of Ottawa

  • Framework for an indicator-based performance measurement system for the City of Ottawa and the Champlain Community Care Access Centre
